Carrier Access Billing System-CABS


The Carrier Access Billing System operates in a Windows full color, mouse "point & click" environment. The system bills various interexchange carriers for access services provided by the local exchange carrier. Carrier Access Billing System automatically calculates the charges from access minutes-of-use, monthly recurring charges, one-time charges, and federal, state, and local taxes where applicable.


One-Time Data Entry

The Carrier Access Billing System provides ninety user-definable switched access rate elements which may be established for any tariff, in addition to the standard switched access rates. Different intrastate tariff codes can be assigned to individual exchanges if you have exchanges in multiple states. For each tariff, you only need to enter switched access rates once. As many as thirty-one rate changes can be entered within a month for each rate element. All switched access rate changes are retained as history. You also only need to enter Special Access and Billing and Collection Rates once. These rates are then available for all carriers and exchanges.

Billing

Bills generated through the Carrier Access Billing System can include charges for Feature Groups B, C, and D, Facilities Access, WATS Dedicated Access, and Billing and Collection Services. You may select the specific feature groups and services to be included for each interexchange carrier. The system automatically separates the usage into separate periods when a rate change occurs. The Carrier Access Billing System automatically tabulates message counts and bill rendering counts for Billing and Collection Charges.

Billing arrangements for Feature Groups B, C, and D include:

The Carrier Access Billing System separates charges for Feature Groups C and D, into all four state/lata jurisdictions. Transport charges can be billed for the host/remote environment. New interexchange carriers can be added easily at any time by generating their setup information form existing carriers. The system also accommodates expanded 4-digit Carrier Identification Codes (CIC).

The Carrier Access Billing System also includes 800 Common Line Usage, Which is automatically calculated and billed at the proper rate. WATS Usage is automatically redistributed into the proper jurisdiction based on percentages. Other Charges and Credits can be entered at any time along with descriptive comments that will appear on the statements.

Statements

Statements generated by the Carrier Access Billing System conform to the SECABS guidelines. The system will also create a magnetic tape in addition to a paper bill, and separate bills for each state served by the Local Exchange Carrier.
